The CON was approved in part on 11/27/07. A letter from the Kenai Borough was received on 12/18/07 requesting an appeal hearing. An application to modify the 11/27/07 CON was submitted on 2/19/08. The CON was modified on 4/1/08 outlining Phase II construction that was completed 9/2007 and authorizing Phase III construction with a completion date of December 2009.
